Improved Visibility and Assignment of Skill Analysis Ownership

When editing a skill analysis's owner, proctors can now view assessments that aren't assigned to an individual or a group. To assign ownership, proctors can choose from a single dropdown menu under "Owner." The dropdown options are conveniently grouped by "Company," "Team," and "Manager," making it easier to find the appropriate owner.

Minor Bug Fixes and Improvements

Addressed user-reported issues and implemented various backend optimizations to enhance overall performance and data integrity.
